We are pleased to announce the publication of Libya’s Long Reach: Transnational Repression and the Infrastructure of Disappearance, a policy report by DISACT team members Gerasimos Tsourapas and Iosif Kovras, published by the New Lines Institute for Strategy and Policy.

The report examines how Libya’s rival authorities pursue critics beyond the country’s borders, often through cooperation with neighbouring states. It explores how security partnerships and informal networks enable the monitoring, detention, and disappearance of opponents abroad.

As the United States renews its engagement with Libya on security and energy, the report offers recommendations for addressing enforced disappearances, strengthening accountability, and supporting institutional rebuilding.

Drawing on research from the DISACT and MIGDIPLO projects, the report brings academic work on transnational repression and enforced disappearances into current policy discussions.
